PDFs are designed for consistent display, not editing — this is intentional. The text you see in a PDF is stored as positioned character sequences, not as an editable document layer like a Word file.

You can always add new elements on top. To truly modify original text, you need the source file (Word, Google Docs, etc.) and re-export to PDF after making changes.
